Glasgow Hawks Junior Rugby





1.              Name

The name of the organisation shall be “Glasgow Hawks Junior Rugby”.


2.              Aims & Objectives

Glasgow Hawks Junior Rugby is established to pursue the following aims and objectives:

a)       Participation in the sport of rugby union ("rugby") by secondary school age children.

b)       The introduction of rugby to children from local secondary schools and promotion of rugby within the local community.

c)        Arrangement of appropriate fixtures for the purpose of establishing regular competitive play for the Glasgow Hawks Junior Rugby teams.

d)       The provision of training and playing facilities for its members.

e)       Promoting and maintaining the highest standards of safety in all activities.

f)        Teaching and upholding the rules of rugby.

g)       Teaching rugby skills to appropriate age groups and developing technical competence.

h)       Promoting and fostering sportsmanship, respect, fairness, confidence, friendship and fun


3.              Affiliation

The Glasgow Hawks Junior Rugby shall be affiliated to Glasgow Hawks RFC


4.              Membership

a)       Membership of Glasgow Hawks Junior Rugby shall be open, and not restricted on the grounds of sex, race, colour, religion, impairment or disability.

b)       All members are subject to the Constitution of Glasgow Hawks Junior Rugby and, where applicable, the regulations of the Scottish Rugby Union.

c)        In accepting membership, each player and their respective parents / guardians jointly agree to abide by the Constitution of the Glasgow Hawks Junior Rugby and the rulings of the Management Committee.

d)       All applications for membership shall be accompanied by the appropriate annual membership fee, which shall thereafter be payable on demand.

e)       Each fully paid up adult member shall be entitled to attend and vote at General Meetings or Annual General Meetings.

f)        Fully paid up adult members may be elected and serve on the Management Committee.

g)       The Code of Conduct, the Child Protection Policy and the Constitution will be made available to all members on request.

h)       Members shall be enrolled on one of the following categories:

i.            Playing Member (Junior)

ii.           Glasgow Hawks Club Coach

iii.         Associate (Non-Playing) Member


5.              Management Committee

a)       The affairs of Glasgow Hawks Junior Rugby shall be controlled by a Management Committee of not more than eight members, but always comprising of the following office bearers:

i.            Convener

ii.           Treasurer

iii.         Secretary

b)       All office bearers and general committee members shall be elected at the Annual General Meeting ("AGM") of the Glasgow Hawks Junior Rugby from, and by, the Members.  Nomination of candidates shall be made in writing to the Secretary at least 7 days in advance of the Annual General Meeting date.  Nominations can only be made by Glasgow Hawks Club Coaches and adult Associate Members and each must be seconded by another Glasgow Hawks Club Coach or adult Associate Member.

c)        All committee members are elected for a period of one year, but may be re-elected to the same office or another office the following year.

d)       The Management Committee may co-opt any adult member to any unfilled post until the conclusion of the following AGM.

e)       The Management Committee may invite any other person to attend all or part of any of their meetings but only committee members shall be entitled to vote.

f)        The Management Committee shall meet at agreed intervals and not less than twice per year.

g)       The duties of the Management Committee shall be:

i.            To control the affairs of the Glasgow Hawks Junior Rugby on behalf of the Members.

ii.           To keep accurate accounts of the finances of the Glasgow Hawks Junior Rugby through the Treasurer.

h)       The Management Committee may appoint any sub-committees it may deem necessary to deal with the matters of Glasgow Hawks Junior Rugby, until the conclusion of the following AGM. The proceedings of all such sub-committees shall be reported to the Management Committee by a representative elected by the relevant sub-committee.


6.              Membership Fees

a)       Membership fees shall be stipulated by the Management Committee.

b)       Annual membership fees fall due on 1st September of each year and are payable to the group Treasurer.

c)        The Management Committee may decide upon other charges or subscriptions at its discretion.


7.              Suspension, Refusal or Termination of Membership

a)       The Management Committee shall be entitled to:

i.            Refuse any application for membership on the grounds that such membership would be prejudicial to the objectives of the club as set out in Rule 2 of this constitution.

ii.           Refuse renewal of any existing membership or terminate or suspend any membership provided that the member concerned shall have the right to be heard by the full Management Committee before a final decision is made.

b)       Any person whose membership has been suspended may apply for reinstatement at the next general meeting.

c)        Any member who fails to pay their fees by the date required shall forfeit their right to representation on the Management Committee and at general meetings, and shall be suspended from taking part in any event under the control of the club until such fees are paid.

d)       Any member under suspension shall be barred from taking part in any match or event under the control of the club.

e)       The Management Committee shall inform the member in writing of any decision to terminate their membership.


8.              Annual General Meeting  (“AGM”)

a)       An AGM shall be held each year at such time and place as determined by the Management Committee, at approximately twelve monthly intervals, but no more than fourteen months after the date of the previous AGM.

b)       The business of the AGM shall be to:

i.            Confirm the minutes of the previous AGM.

ii.           Receive an annual report of the Glasgow Hawks Junior Rugby from the Convener.

iii.         Receive the annual accounts from the Treasurer.

iv.         Elect the office bearers (ie  Convener; Treasurer; Secretary) and up to five other general committee members.

v.          Ratify subscription rates for the forthcoming year.

vi.         Transact such other business included on agenda.

c)        At least 14 days notice of the AGM shall be given to all members.


9.              Extraordinary General Meeting  (“EGM”)

a)        An Extraordinary General Meeting may be convened by:

i.            the Management Committee

ii.          a written request to the Secretary from not less than five eligible adult Members.

b)        At least 14 days notice of the meeting shall be given to all members.


10.          Rules For General Meetings  (EGM's and AGM's)

a)       Decisions made at a General Meeting shall be by a simple majority of votes from those eligible adult Members attending the meeting.  In the event of equal votes, the Chairperson shall be entitled to an additional casting vote.

b)       A quorum for a General Meeting shall be 6 adult Members including at least 2 office bearers from the Management Committee.

c)        The Convener, or in his/her absence a member of the Management Committee selected by the meeting, will take the Chair.

d)       All members shall register with the Secretary prior to the start of the meeting.

e)       The Secretary, or in his/her absence a member selected by the meeting, shall keep the minutes of the meeting and record all resolutions.


11.          Rules For Management Committee Meetings

a)       The Convener, or in his/her absence one of the other office bearers, shall chair the meeting.

b)       7 days notice of any meeting of the Management Committee shall be given by the Secretary, except:

i.                when the date of the meeting was agreed at the previous Management Committee meeting, in which case no further notice will be required;

ii.              in an emergency, when the Convener may call a meeting without notice.

c)        A quorum for Management Committee meetings shall be four, of which at least two must be office bearers.

d)       All members of the Management Committee shall be entitled to vote.

e)       All votes shall be determined by a simple majority. In the event of a tied vote, the Chair may exercise a casting vote.


12.          Finance

a)       The income and property of Glasgow Hawks Junior Rugby, however derived, shall be applied solely towards the aims and objectives as set out in Rule 2, of this constitution.

b)       Glasgow Hawks Junior Rugby shall have the power to raise money by any suitable means as determined by the Management Committee, including, but not limited to, membership subscriptions, the sale of kit, sponsorship fees and charges for social events.

c)        A bank current account shall be maintained in the name of Glasgow Hawks Junior Rugby and the Treasurer and Secretary shall be authorised to sign cheques.

d)       Accounts should be available for reasonable inspection by members and financial statements should be agreed by the Management Committee before the AGM.

e)       The financial year of Glasgow Hawks Junior Rugby shall run from 1st May to  30th April.


13.          Amendments to the Constitution

This Constitution may only be amended by a proposal passed by a majority of members present and entitled to vote at an Annual or Extraordinary General Meeting.


14.          Dissolution

a)       If a vote calling for the dissolution of Glasgow Hawks Junior Rugby is passed by the Management Committee or a similar petition is submitted to the Secretary in writing and signed by five adult members, the Secretary shall immediately convene an EGM to be held not less than one month thereafter to discuss and vote on the proposal.

b)       If at an EGM called to consider a proposal for dissolution, the resolution is voted for by at least two-thirds of the eligible adult Members present at the meeting, the Management Committee shall thereupon, or at such date as shall have been specified in the resolution, proceed to realise the assets of the group and discharge all debts and liabilities of Glasgow Hawks Junior Rugby.

c)        After discharging all debts and liabilities of Glasgow Hawks Junior Rugby, the remaining assets shall not be paid or distributed to any members, but shall be given or transferred to Glasgow Hawks RFC or to some other organisation, as determined by the Management Committee, to be employed for the development of rugby.


15.          Declaration

It is hereby certified that this document represents a true and most up to date version of the Constitution of Glasgow Hawks Junior Rugby.
